Blind man’s cushion

Hey guys I found this peculiar guy on ebay about a week ago and thought the case had just been modified due to a loose bezel, turns out it’s a Braille cushion! At each hour marker there is a little copper peg to feel the hour markers! The setting mechanism was shot but I put a new mechanism in and now it runs like a dream! The case center is marked E 4012, I’ve never seen a case number predicated by an E before, does anyone know the significance of the E?

I wonder if there was a cottage industry converting dials for the blind? These both seem long before 1939, and are also far different than the design in the 1939 Hamilton papers discussing a blind mans watch. I DO know that such watches exist (not by Hamilton, necessarily) as I saw one in 1986... as I knew a blind man who wore one, but I think it was a simple Timex.
