So long as the luminescent paint is stable, I think it's best to leave it alone. There is relatively little radium in the paint (it's too expensive to use a lot). While the dials may not appear to glow in the dark now, that's more a matter of the gradual degradation of the other materials in the pai...

I suspect that the dial is silver with guilloche engraving: that is, there are very fine parallel lines engraved, and depending on how light falls on the metal and how the surface has aged, it can look like mother of pearl or it can even act as a diffraction grating and produce rainbow effects. Aganin, Swiss. Probably late nineteenth or early twentieth century. Probably lever escapement (I can't see under the balance wheel). It's pin set (i.e., push down the little button by the stem to activate setting mode).
